However, the locations are not
sufficient to investigate a possible release from the former piping run(s) from the former tank pit area
to the westernmost dispenser island. Further, a letter dated December 7, 1992 from PHS/EHD to Don
Roek with a copy sent to you, presented the conclusion that a more thorough investigation of the
former tank pit area and piping areas extending to the former dispensers is warranted at this site. This
additional investigation has never been initiated.
A well installed in the downgradient direction of groundwater flow is warranted and is required in this
next phase of field work. The data generated from the proposed outer lying wells may provide an
indication of an inferred plume edge, however, the concentrations of contaminants in the groundwater
sample from monitoring well MW#8 suggests the need for an additional monitoring point within the
adjacent building and/or in the sidewalk east of the building. Due to the large area occupied by the
building, a monitoring point within this area is needed.
In order to complete the assessment and save the expense of an additional mobilization, PHS/EHD
recommends a groundwater sample be analyzed overnight from a newly installed monitoring point
within the building so that an additional well, if needed, can be installed during the same mobilization.
The feasibility studies are required to be conducted concurrently during the assessment phase so that
a comprehensive corrective action plan can be compiled and submitted for review. The additional data
to be gathered at this site will not influence the feasibility studies needed to be performed on site. At a
minimum, a vapor extraction test and an aquifer pump test should be conducted. If additional vapor
extraction test wells are needed at the site to complement the existing dry wells in order to conduct a
vapor extraction feasibility test they must be installed during this next mobilization. Feasibility studies
at this site must be completed by the end of the second quarter 1995. This is an extension
from the original timetable of the first quarter 1995.
A ni%ision of San,loaquin County Health Care Services
