Box 640
Woodbridge, CA 95258
Subject: Knowles-Roek
102 South Wilson Way
Stockton, CA 95205
The San Joaquin County Environmental Health Department (EHD) has reviewed Third Quarter 2011
Groundwater Monitoring Report(Report), dated October 24, 2011, submitted on your behalf by Stratus
Environmental, Inc. (Stratus)and has the following comments.
In the Report Stratus presents the results of a routine groundwater monitoring and sampling event,
their evaluation of the effectiveness of the remediation by periodic hydrogen peroxide injections
recently conducted at the site, and their recommendations for implementing additional remedial
activities to move this site towards closure.
The hydrogen peroxide injection was initiated in November 2010 and continued for a series of 13
injections through June 2011. In their analysis Stratus considers the positive impact on the petroleum
hydrocarbon contamination to be localized around the injection points, and proposes injecting into
different points across the plume.
The EHD agrees with the recommendation to review and modify the remedial approach at this site.
The EHD also agrees that until active remediation by oxidant injection resumes, the routine
groundwater monitoring and sampling regimen revert to the pre-injection schedule, however, cessation
of monitoring and analyses required by the CVRWQCB for the hydrogen peroxide injection program
must have their approval. Please prepare a modified Remedial Action Plan and submit it to the EHD
no later than February 3, 2012.
Vapor well VW-6 has been reported as being collapsed, or obstructed, at the last two monitoring
events. Please evaluate this well and determine if it can be repaired or if it needs to be replaced, and
submit a work plan to do what is necessary to get this point back on schedule prior to the next
monitoring and sampling event, or to properly destroy it per San Joaquin County Well Standards. The
work plan is due no later than February 3, 2012.
If you have any questions please contact Lori Duncan at (209) 468-0337 or by email at
Iduncan(o)sicehd.com. -
Lori Duncan, REHS Nuel C.
