Wilson Way, Stockton, CA(Global ID: T0607700163) <br /> Dear Ms. McCrink: <br /> We are writing on behalf of the Knowles Family 1993 Revocable Trust to request a Fund Manager <br /> Review of the staff decision to allocate$10,000 to the subject claim for FY 2011/2012 <br /> Claimant's Grievance <br /> On March 18, 2011, claimant filed the Annual Budget Project Narrative and USTCF Budget <br /> Breakdown spreadsheet requesting a budget of$114,300 for FY 2011/2012. USTCF staff classified <br /> the case as"CAP/REM (Startup)" and on June 30, 2011, allocated the default$10,000 to the claim for <br /> FY 2011/2012. This budget is inadequate to conduct even the minimal semi-annual groundwater <br /> sampling required at the site ($18,500), much less continue the hydrogen peroxide injection program <br /> approved by the local agency (SJEHD) and RWQCB and which has been underway since November <br /> 2010. <br /> Remedy Requested <br /> We request that the USTCF remedy the situation by reclassifying the case as"CAP/REM(O&M)" and <br /> allocating a minimum of $66,500 to the claim for FY 2011/2012. This amount is based on the <br /> following reduced workscope: <br /> 1. 2 rounds of routine semi-annual groundwater sampling: $18,500 <br /> 2. Additional semi-annual analyses required for injection monitoring: $13,600 <br /> 3. Conduct 4 quarterly peroxide injection events @ 4,400 ea: $17,600 <br /> 4. 2 off-quarter non-routine performance sampling events: $16,800 <br /> Statement of Reasons <br /> Soil vapor extraction has cleaned up the vadose zone. However, significant residual contamination <br /> remains in groundwater. The peroxide injection program has shown reductions in groundwater <br /> contamination downgradient of the injection points. Continued operation is desirable to complete the <br /> cleanup and close the case.
