Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 102 Wilson Way S, Stockton, CA <br /> Annual Five-Year Review Update Recommendations August 2010 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> annual five-year review update letter dated 09 September 2010 from Kirk Larson of the State <br /> Water Quality Control Board (SWQCB) Cleanup Fund (CUF) for the above-referenced site. The <br /> CUF recommended that the EHD consider a more aggressive remediation technology to <br /> achieve water quality objectives more rapidly. <br /> There has been no active remediation on the site since the soil vapor extraction system was <br /> shut down in 2001 with some rebound testing in 2002. The EHD has on several occasions <br /> directed evaluation of remedial technologies to further reduce the contaminant impact to <br /> groundwater. In May 2010, the EHD approved pilot testing of insitu chemical oxidation with the <br /> condition that the consultant satisfies the Central Valley Regional Water Quality Control Board's <br /> requirements for injecting the selected oxidizing chemicals. That process has been in progress, <br /> but is not yet complete. With completion of the permitting process, the EHD will direct timely <br /> implementation of the pilot test if needed.
