(GZA) on behalf of the Roek Brothers. In response to several telephone
conversations on January 4,2000 PHS/EHD provides the following comments.
The September 17, 1999 "Workplan for Remedial Effectiveness/Case Closure Evaluation"refers to the
most recent Fourth Quarter 1999 Groundwater Monitoring Event Report(4`"QMER 1999)not available at
this time. However, conversations with Gregory Stahl of GZA suggest that the 4"QMER 1999 is presently
in the process nearing completion and submittal to the client (Rock Brothers) and subsequent delivery to
PHS/EHD is forthcoming. It is PHS/EHD's position that a thorough review of the 4th QMER 1999 and
previous data is required prior to comment on the September 17, 1999 "Workplan for Remedial
Effectiveness/Case Closure Evaluation" as this data set will report data for all wells not sampled for fuel
oxygenates since 1998.
PHS/EHD has performed a preliminary review of existing site data and at this time recognizes that
concentrations of fuel related hydrocarbons in groundwater remain at significant levels exceeding
California Primary Maximum Contaminant Levels (MCL's) after several months of active engineered
remediation efforts. Upon receipt of the 4" QMER 1999 PHS/EHD will provide a prompt review and
written response regarding proposals found in the September 17, 1999 "Workplan for Remedial
Effectiveness/Case Closure Evaluation".
Should you have questions regarding this correspondence please contact Ron Rowe at(209)468-0342.
Donna Heran, REHS, Director
Environmental Health Division /f
Ronald Rowe, Sr. REHS Margam REHS
LOP/Site Mitigation Unit Supervisor
Cc: Ground Zero Analyses Inc.—Gregory Stahl
A Division of San Joaquin County Health Care Services
