In the <br /> absence of any other identified release that source is almost certainly the Top Filling Station. We <br /> find it inconsistent that PHS/EHD has not required the Responsible Party for the Top Filling <br /> Station to install properly constructed monitoring wells east of their source area yet has required <br /> Knowles to sample wells affected by the Top Filling release. <br /> PHS/EHD has indicated that they will make no effort to assist in the transfer of responsibility for <br /> sampling these wells. The Responsible Parties for the Top Filling Station will be asked to assume <br /> all responsibility for these wells. Should they decline, legal action may be initiated. <br /> PROTOCOLS, PERMITTING AND REPORTING <br /> All field activities will be conducted in accordance with Ground Zero's Quality Assurance/Quality <br /> Control and Site Specific Health and Safety Plans on file with PHS/EHD. Monitoring well <br /> construction and destruction permit applications will be submitted under separate cover following <br /> approval of this Workplan.
