Based on varied injection and extraction rates,
calculations of mass removal, and area of influence affected by the processes, your
consultant, Advanced GeoEnvironmental, Inc., has concluded the combination of SVE
and IAS would be a feasible and cost-effective remedial action for cleaning up the soil
and groundwater impacted at this site by the former leaking underground storage tanks
(UST).
Recommendations included in the Report stated that an Interim Remedial Action Plan
(TRAP) would be submitted and that additional remediation wells may be needed. The
EHD concurs. Please submit an IRAP that includes details of the SVE and IAS
equipment and trenching installation as well as a work plan to install the additional
remediation wells.
UST sites may implement interim remedial action before the extent of the release has
been fully characterized when it has 'been determined that reducing the contaminant
mass is required. A condition of interim remedial action is that it may proceed as long as
the investigative phase to fully characterize the plume continues.
Although the EHD is approving the TRAP, you are to continue your investigative phase.
The soil and groundwater plumes must be laterally and vertically defined. The residual
mass of petroleum hydrocarbons still in place in the groundwater and the soil must be
estimated. Additionally, a fate transport model of the soil contaminant mass is to be
prepared and a soil vapor intrusion evaluation is to be completed
Please submit a work plan that addresses these items and include a time schedule with
the dates that work plans, reports, and field activities will be submitted, started, or
completed.
2662 Wilson Pilot SVE-IAS Pilot IRAP req CML 10-20-10.doc
