S 11�1 N J OAQ I I N Environmental Health Department <br /> COUNTY— AMENDED <br /> 11/25/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GOLDEN STATE LUMBER INC 3033 S Airport Way, Stockton November 22, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS: -According to Shawn Allen, Shop Manager, oily absorbent was thrown away into the trash for <br /> disposal. He stated that he was just recently told by his disposal company to start putting oily absorbent into a 55 <br /> gallon drum to be treated as hazardous waste. He stated during the inspection that he was going to start doing that. <br /> -In the storage area behind the maintenance shop, one rusted 55 gallon steel drum and one blue 16 gallon steel <br /> drum contained unknown material. <br /> -In the wash bay,two black 55 gallon poly drums dropped off by delivery trucks contained an unknown material. <br /> -The facility has a wash bay where waste water generated from washing external vehicles is mixed with a cement <br /> like mixture to create a clay like substance. Shawn Allen, Shop Manager,was not able to provide any disposal <br /> records for the pickup of the mixture. He stated that he believed the clay like substance was used in asphalt <br /> manufacturing. Immediately make a complete hazardous waste determination on the waste water initially generated <br /> before it enters the system. <br /> -The facility sells treated wood. The facility will also apply chemicals to treated wood that has been cut for <br /> customers. The two chemicals used to treat wood on site are"Copper Green Wood Preservative,"and "M-Fire <br /> AAF21." The treated wood the facility receives are"Pyro-Guard,""Preservabalance,""D-Blaze Fire Retardant, <br /> Pressure Treated Wood,"and "ACQ Preserve and Preserve Plus Pressure Treated Wood." <br /> The facility separates treated wood waste blocks from non-treated wood waste blocks. The treated wood waste <br /> blocks are disposed of into the normal trash as non-hazardous waste and is picked up by Republic Services. Saw <br /> dust generated from cutting activities is not separated and is combined with the sawdust of not-treated wood. The <br /> saw dust also goes into the normal trash. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive <br /> or ignitable. <br /> CORRECTIVE ACTION: Immediately cease disposal of the above listed wastes, make a hazardous waste <br /> determination for each waste, and manage them according to Title 22 CCR. Use Safety Data Sheets(SDS),waste <br /> sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must <br /> be done using methods specified in Title 22 CCR including sections 66261.20-24. <br /> The facility has not made a hazardous waste determination on any of the treated wood wastes generated. <br /> Immediately make a complete hazardous waste determination on each treated wood waste to show they are <br /> hazardous or nonhazardous waste. If the waste is deemed hazardous, begin managing as hazardous waste or <br /> begin managing according to the treated wood waste alternative management standards. <br /> Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current <br /> storage and labeling for wastes determined to be hazardous wastes.
