Stockton <br />Date: <br />November 22, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br />OBSERVATION: In the storage area near the maintenance shop, three empty 55 gallon steel drums were missing <br />empty labels. <br />REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br />waste must be managed per Title 22 California Code of Regulations (CCR) section 66261.7. Refer to this section <br />and California Department of Toxic Substances Control guidance for more information. <br />CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br />within one year of that date. Manage the container per Title 22 CCR section 66261.7. Provide a corrective action <br />statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD) <br />within 30 days. <br />This is a Class ll violation. <br />505 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br />OBSERVATION: The hazardous waste tank storing used oil had a hazardous waste label that was missing the <br />words "Hazardous Waste." <br />REGULATION GUIDANCE: All hazardous waste tanks shall be marked with the words "Hazardous Waste" and the <br />accumulation start date. <br />CORRECTIVE ACTION: Label the hazardous waste tank with the words "Hazardous Waste" and the accumulation <br />start date.
