Stockton <br />Date: <br />November 22, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />REGULATION GUIDANCE: <br />Persons generating, transporting, or receiving used metal oil filters shall use a bill of lading to record the transfer of <br />used oil filters. Bills of lading must indicate generator, transporter, and receiving company names, addresses, <br />telephone numbers, the quantity and size of used oil filter containers transferred, and the date of transfer. A copy of <br />each bill of lading must be kept on the premises of the generator, transporter, and receiving facility where the used <br />oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br />CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used <br />metal oil filters not stored, handled and disposed of according to this section are regulated as hazardous waste. <br />Provide a corrective action statement, bill of lading recycling records and supporting documentation to the San <br />Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br />complete report on November 25, 2019, which replaces the initial checklist. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by December 25, 2019. <br />The facility generates treated wood waste. A sample of the fire treated wood waste and a sample of the <br />"Preservabalance" wood waste was taken. The EHD may choose to run these samples for testing at a later <br />date. If testing is done, copies of the results will be provided to the facility. <br />The facility has two customers they allow to use their back lot. Golden State Lumber takes responsibility for <br />treated wood waste generated from them. <br />Waste Streams: used oil, parts washer waste, oily absorbent, paper/metal oil filters, used antifreeze, treated <br />wood waste, waste water from washing vehicles <br />The facility generated 8.61 tons of hazardous waste.
