Prior to HS/EHD issuance of site certification,the extent <br /> of residual soil contamination evidenced must not pose a t rcat to groundwater and once the groundwater <br /> gradient is established, the groundwater quality beneath the site must be shown not to be contaminated by <br /> petroleum hydrocarbons. <br /> PHS/EHD informed you, in correspondence dated July 21, 1993 and July 30, 1993, that a minimum of one <br /> monitoring well must be located in a verified downgradient c irection. The work plan included the installation <br /> of one monitoring well. The work plan did not include in armation that would indicate the well would be <br /> located in a verified down gradient direction. <br /> PHS/EHD informed you that three monitoring wells are r ecessary to determine the groundwater gradient <br /> beneath the site if monitoring wells on a nearby property are not available to determine the groundwater <br /> gradient. PHS/EHD informed you that PHS/EHD is unaware of any nearby wells which would provide <br /> gradient determination. <br /> PHS/EHD also questions the ability of the proposed groundwater monitoring well to investigate the extent <br /> of evidenced soil contamination. The map included in the work plan was not to scale;therefore,the proposed <br /> location is approximate. Additionally,the predominate type of soil in the-Manteca area, sand,facilitates the <br /> vertical migration of contaminates. Confirmation soil sampling should include a boring located to ascertain <br /> the extent of possible vertical migration of contaminants. <br /> Enclosed is the accepted permit to install the proposed mo 'toring well. However,please be aware that prior <br /> to PHS/EHD issuance of site certification additional soil a id groundwater investigation will be required. <br /> Please also be informed that the site has been placed in the cal Oversight Program and you have been listed <br /> as the Responsible Party for the investigation and remediation of the contamination which has been evidenced <br /> at the site. You will remain the Responsible Party until such time as the site is issued closure.
