10/02/2001 11 12 2094683433 PI77H FLOOR PAGE 02 PUBLIC HSEk�CJLf� SAN JOAQUIN COUNTY ENVIRONMENTAL HFALTH DIVISION Karen Furst, AM D , M PH , Health Officer jo 304 East Weber Avenue,Third Floor Stockton, CA 95202 i 209/468-3420 FRANK GUINTA SEP 0 6 2001 Gt1INTA ENTERPRISES 305 N UNI O\ROAD lNIANTECA CA 95377 RE APPROVAL OF REMEDIAL ACTION PLAN SITE CODE 1426 FRANKS EXXON 2072 W YOSEMITE AVE MANTECA CA 95377 San Joaquin County Public Health Services, Environmental Health Division(PHS/EHD)has reviewed the Remedial Action Plan(RAP)prepared for Frank's One Stop The RAP,dated August 3, 2001, was written by Aqua Science Engineers and submitted to PHS/FHD on your behalf The workplan is approved as written Adequate and necessary elements of the workplan,per California Health and Safety Code, section 25299 37(e)(3))include . 1) Installation of an air sparge/soil vapor extraction system 2) Modification to the current groundwater extraction system 3) Modtfication to the current water treatment system Prior to implementing the RAP,a 30-day comment penod is required A public par-heipation notice will be posted on site on September 10,2001 Additionally, letters µill be sent to the impacted parties and a copy of the RAP will be made available at the Manteca library After public comments have been addressed and amendments made to the RAP (if necessary), the RAP should be implemented as soon as possible Despite approving the RAP,PHS/EHD has some reservations regarding the ongoing site investigation The statement is made on page 13 of the RAP that, "Remediation of deeper water-bearing zones on-site is not necessary at this time" While we agree that remediation of deeper water bearing zones does not need to be addressed immediately, it should be emphasized that remediation of the deeper water bearing zones may need to be addressed in the future The site investigation has not adequately addressed the water bearing zone that occurs at a depth of about 30 to 60 feet below ground surface (bgs),which is at an elevation approximately 10 to 30 feet below mean sea level In a letter to Mr Bob Trommer of the State Water Resources Control Board dated November 30, 2000,PHSIBHD made the following statements The CPT[cone penetrometer test] logs indicate that the hthology consists of interbedded silts, silty sand,clayey sand,and clay to a varying depth of about 33 to 35 feet bgs These sediments are apparently saturated at a depth of about 15 feet bgs A consistent,relatively thick sand and gravel unit underlies the mterbedded,fine-grained sediments and extends to a depth of 60 or 70 feet bgs The sand and gravel unit is underlain by fine-grained interbedded sediments lithelogically similar to the sediments in the first 30 feet • A Dreiston of San Joaquin Couirry HMth Care semcci
