PUBLIC HEALTH SERVICES ,o,Qu� ,� <br /> SAN JOAQUIN COUNTY <br /> _ a <br /> ENVIRONMENTAL HEALTH DIVISION <br /> Karen Furst, M D , M.P H , Health Officer FILE C <br /> �fFaaa <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 <br /> 2091468-3420 SEP 21 <br /> PRANK GUINTA JAMES RAMSEY <br /> 2072 W YOSEMITE AVE 840 LA CONTENTA DRIVE <br /> MANTECA CA 95336 VALLEY SPRINGS CA 95252 <br /> RE FRANKS EXXON SITE CODE 1.426 <br /> 2072 W YOSEMITE AVE <br /> MANTECA CA <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) has <br /> reviewed laboratory analytical data from the above referenced facility monitor wells and on-site <br /> Public Water System Well sampled August 11, 1999 <br /> The results of the August 11, 1999 sampling and analyses of water from the on-site Public Water <br />' System Wellhead (gWA460903) again confirms the presence of 1,2-Dichloropropane at 1 7 <br /> ug/L The current California Primary Maximum Contaminant Level (MCL) for 1,2- <br /> Dichloropropane is 5 0 ug/L <br /> Diesel has also been detected in the on-site Public Water System Wellhead (9WA460903) at 60 <br /> ugll The United States Environmental Protection Agency (USEPA 1980) has established a taste <br /> and odor threshold of 100 ug/1 for diesel No lifetime exposure advisory has been developed <br /> PHS/EHD now directs the responsible parties at this site to resample the on-site Public <br />' Water System Wellhead (9WA460903) for diesel, gasoline, benzene, toluene, ethylbenxene, <br /> xylenes and fuel oxygenates contamination for confirmation purposes The resample event <br /> must be completed by October 1, 3999 The sample must be collected at a location in the <br /> Iwater conveyance system prior to entering the pressure tank PHS/EHD must witness the <br /> sampling event, please call to schedule this field activity <br /> It is important to note the observed vulnerability of the on-stte Public Water System Wellhead <br /> PHS/EHD requests that the responsible party continue to monitor and report water quality <br /> findings on a routine basis at this wellhead in order to protect consumers <br /> Corrective Action Regulations require the responsible party to achieve clearly stated objectives <br /> including removal of free product when encountered and timely site characterization On three <br /> I consecutive occasions beginning August 11, 1999 through September 17, 1999 free phase <br /> petroleum hydrocarbons were observed and documented at the above referenced facility in <br /> monitor well MW-5 and sheen in MW-6 MW-5 is located near the northern property line <br /> I parallel to Yosemite Avenue In accordance with California Code of Regulations (CCR) Title <br /> 23, Division 3, Chapter 16, Section 2722 (b) (1) and 2655 free product shall be removed in a <br /> manner that minimizes the spread of contamination by using recovery and disposal techniques <br /> appropriate to the hydrogeologic conditions at the site It is likely the fuel hydrocarbon plume <br /> and free phase condition extends off-site, as such, the plume is undefined Consistent with <br /> A Division of San Ioaquin County Health Care Services <br />
