WASTE DISCHARGE REQU*MENTS ORDER NO. R5-2004-0021 -26- <br /> CITY OF MANTECA, CITY OF LATHROP AND DUTRA FARMS <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> requirements under Title 22 criteria. The Regional Board finds, on balance, that these <br /> requirements are necessary to protect the beneficial uses of the San Joaquin River, including <br /> water contact recreation and irrigation uses. <br /> STORMWATER <br /> 59. Federal Regulations for stormwater discharges are contained in 40 CFR Parts 122, 123, and 124. <br /> The regulations require specific categories of facilities,which discharge stormwater associated <br /> with industrial activity(stormwater) to obtain NPDES permits and implement Best Available <br /> Technology Economically Achievable (BAT) and Best Conventional Pollutant Control <br /> Technology(BCT) to reduce or eliminate industrial stormwater pollution. <br /> 60. Regulated stormwater discharges include those from facilities used in storage, treatment, <br /> recycling, and reclamation of municipal or domestic sewage, including land dedicated to the <br /> disposal of sewage sludge that are located within the confines of the facility,with a design flow <br /> of 1 mgd or more, or required to have an approved pretreatment program under 40 CFR Part 403. <br /> Not included are farmlands, domestic gardens, or lands used for sludge management where <br /> sludge is beneficially reused and which are not physically located in the confines of the facility, <br /> or areas that are in compliance with Clean Water Act Section 405. <br /> 61. The State Board adopted Order 97-03-DWQ (General NPDES Permit No. CAS000001) <br /> specifying waste discharge requirements for discharges of stormwater associated with industrial <br /> activities, excluding construction activities, and requiring submittal of a Notice of Intent by <br /> industries to be covered under the Order. This Order further specified that if an individual Order <br /> is adopted for stormwater runoff from a facility,then the General Permit would no longer apply. <br /> Since all stormwater that falls on the treatment plant site is collected and pumped to the <br /> secondary-treated wastewater storage ponds of the plant, a Storrnwater Pollution Prevention Plan <br /> has not been made a requirement of this Order. <br /> RECLAMATION <br /> 62. Wastewater is currently used to irrigate 210 acres of agricultural land owned by the City of <br /> Manteca, and 150 acres of leased land owned by Dutra Farms. DHS has established statewide <br /> reclamation criteria in Title 22, California Code of Regulations, Section 60301, et seq. (hereafter <br /> Title 22) for the use of reclaimed water, and has developed guidelines for specific uses. This <br /> Order requires compliance with applicable Title 22 requirements. <br /> PRETREATMENT <br /> 63. Clean Water Act Section 307(b) and Federal Regulations at 40 CFR Part 403 require publicly, <br /> owned treatment works to develop an acceptable industrial pretreatment program. A <br /> pretreatment program is required to prevent the introduction of pollutants that will interfere with <br /> treatment plant operations or sludge disposal and prevent pass through of pollutants that exceed <br /> water quality objectives, standards, or permit limitations.
