WASTE DISCHARGE REQU*MENTS ORDER NO. R5-2004-002 '�6= <br /> CITY OF MANTECA, CITY OF LATHROP AND DUTRA FARMS <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> limitation shall be modified (higher or lower) or an effluent concentration limitation <br /> imposed. If the Regional Board determines that a mercury offset program is feasible for <br /> Dischargers subject to a NPDES permit, then this Order may be reopened to reevaluate the <br /> interim mercury mass loading limitation(s) and the need for a mercury offset program for <br /> the Discharger. <br /> C. Discharge Specifications (Land Disposal): <br /> 1. Discharge of recycled water to surface water or surface water drainage courses is <br /> prohibited. <br /> 2. The discharge shall be kept within the designated reclamation area, as shown on Figure 2, <br /> at all times. <br /> 3. The use of reclaimed water shall be limited to surface irrigation of fodder, fiber, or seed <br /> crops. Irrigated crops shall not be used for human consumption(either direct or indirect). <br /> Additional reclamation uses may be approved by the Executive Officer. <br /> 4. Reclaimed water use shall meet the criteria contained in Title 22 California Code of <br /> Regulations, Division 4, Section 60301 et. seq. <br /> 5. Application of reclaimed water shall be at agronomic rates considering the crop, soil, <br /> climate, and irrigation management system. The nutrient loading of the disposal area, <br /> including the nutritive value of organic and chemical fertilizers, applied biosolids, and of <br /> the reclaimed water, shall not exceed the crop demand. <br /> 6. Reclaimed water shall be managed to minimize erosion,runoff, and movement of aerosols <br /> from the disposal area. <br /> 7. Direct or windblown spray shall be confined to the designated disposal area and prevented <br /> from contacting drinking water facilities. <br /> 8. Objectionable odors originating at this facility shall not be perceivable beyond the limits of <br /> the wastewater treatment and disposal areas. <br /> 9. The discharge of domestic effluent to the reclamation area shall not exceed the following <br /> limits: <br /> Monthly Daily <br /> Constituent Units Average Maximum <br /> BOD51 mg/1 30 45 <br /> Settleable Solids ml/l 0.2 0.5 <br /> 1 Five-day, 20° Celsius biochemical oxygen demand. <br />
