WASTE DISCHARGE REQU&MENTS ORDER NO. R5-2004-0020 -43- <br /> CITY OF MANTECA, CITYATHROP AND DUTRA FARMS <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 14. Violation of any applicable water quality standard for receiving waters adopted by the <br /> Regional Board or the State Board pursuant to the Clean Water Act and regulations adopted <br /> thereunder. <br /> 15. Taste or odor-producing substances to impart undesirable tastes or odors to domestic or <br /> municipal water supplies or to fish flesh or other edible products of aquatic origin or to <br /> cause nuisance or adversely affect beneficial uses. <br /> G. Groundwater Limitations: <br /> Discharge of waste constituents from any storage,treatment, or disposal component associated <br /> with the WQCF shall not, in combination with other sources: <br /> 1. Adversely impact beneficial uses of the groundwater or exceed water quality objectives. <br /> 2. Cause any waste constituent concentration, when compared with background, to be <br /> incrementally increased above the current concentration in down-gradient wells. <br /> 3. Cause total coliform organisms to equal or exceed a most probable number of 2.2/100 ml <br /> over any seven-day period. <br /> H. Provisions: <br /> 1. By 1 February 2009,wastewater discharged to the San Joaquin River shall be oxidized, <br /> coagulated, filtered, and adequately disinfected pursuant to the DHS reclamation criteria, <br /> Title 22 California Code of Regulations, Division 4, Chapter 3, (Title 22) or equivalent. <br /> The Discharger shall comply with the following time schedule to assure compliance with <br /> the limitations for BOD, total suspended solids, total coliform and turbidity contained in <br /> Effluent Limitations B.3 of this Order: <br /> Task Compliance Date Report Due Date <br /> Submit Annual Status Report 1 June, annually <br /> Submit Workplan/Time Schedule 1 September 2004 <br /> Full Compliance 1 February 2009 <br /> The Discharger shall submit to the Regional Board on or before each compliance and report <br /> due date, the specified document or, if appropriate, a written report detailing compliance or <br /> noncompliance with the specific schedule date and task. If noncompliance is being <br /> reported, the reasons for such noncompliance shall be stated; the report shall also include <br /> an estimate of the date when the Discharger will be in compliance. The Discharger shall <br /> notify the Regional Board by letter when it returns to compliance with the time schedule. <br />
