FARMS'_MANTECA WATER QUALITYCON7ROL FACILITY, SAN <br /> JOAQUIN COUNTY <br /> (SWRCB/OCC FILE A-1634): REGIONAL WATER BOARD RESPONSE <br /> INTRODUCTION <br /> The State Water Resources Control Board (State Board)has determined that the petition, dated <br /> 19 April 2004, filed by the City of Manteca (hereafter City or Petitioner), to review Waste <br /> Discharge Requirements (WDR) Order No. R5-2004-0028 (NPDES No. CA0081558) and Cease <br /> and Desist Order(CDO)No. R5-2004-0029, for the Water Quality Control Facility(WQCF) is <br /> complete. The State Board has requested that the Regional Water Quality Control Board, Central <br /> Valley Region (Regional Board)provide the record for decision, as well as respond to the <br /> petition. The administrative record is being submitted to the State Board separately. This <br /> memorandum constitutes the Regional Board's response to the petition; however,the <br /> administrative record, including the permit, fact sheet, and response to comments contain much <br /> more detail explaining the Regional Board's conclusions. <br /> BACKGROUND <br /> The City of Manteca owns and operates a wastewater collection,treatment, and disposal system, <br /> and provides sewerage service to the City of Manteca and a portion of the City of Lathrop. The <br /> treatment plant is located at 2450 W. Yosemite Avenue, and treats domestic and industrial <br /> wastewater serving a population of approximately 60,000. The facility has a design treatment <br /> capacity of 8.1 million gallons per day(mgd). Currently, the wastewater is treated to secondary <br /> standards and is discharged to the San Joaquin River. The San Joaquin River is an impaired <br /> water-body. A portion of the treated wastewater is reclaimed during the summer months on land <br /> owned by the City and on land leased from Dutra Farms. <br /> California Environmental Protection Agency <br /> �d Recycled Paper <br />
