WASTE DISCHARGE REQUIREMti NTS • 7 <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 7. Sludge shall be landspread and incorporated into the soil within 48 hours of arrival at the <br /> site. <br /> 8. Sludge shall not be applied to slopes exceeding 10 percent. <br /> 9. Sludge shall not be applied to soil with a pH of less than 6.5. <br /> 10. For each field that receives sludge the Discharger shall: <br /> a. Control public access for 12 months after each sludge application; <br /> b. Prevent grazing by animals whose products are consumed by humans for one month <br /> after sludge application; <br /> c. If the field is used as pasture, prevent grazing by milking animals for at least 12 <br /> months after each sludge application, and; <br /> d. Prevent planting of unprocessed food chain crops for three years after sludge <br /> application. <br /> 11. If the applicable management practice or numerical limitation for pollutants in sewage <br /> sludge is promulgated under Section 405(d) of the CWA after issuance of this permit <br /> and is more stringent than the sludge pollutant limit or management practice specified in <br /> this permit or in the existing federal or state laws or regulations, this permit shall be <br /> promptly modified or revoked and reissued to conform to the regulations promulgated <br /> under Section 405(d) of the CWA. The Discharger shall comply with the limitations by <br /> not later than the deadline specified in the applicable regulations, as required in Section <br /> 405(d) of the CWA. <br /> 12. Any proposed change in sludge use or disposal practice shall be reported to the <br /> Executive Officer and to EPA's Regional Administrator at least 14 days in advance of <br /> the change. <br /> 13. The Discharger shall take all reasonable steps to minimi e any adverse impact to waters <br /> of the state resulting from noncompliance with any sludge limitations specified in this <br /> Order, including such accelerated or additional monitoring as necessary to determine the <br /> nature and impact of the noncomplying discharge. <br /> E. Receiving Fater Limitations: <br /> Receiving water limitations are site specific interpretations of water quality objectives from <br /> applicable water quality control plans. As such they are a required part of the permit. However, a <br /> receiving water condition not in conformance with the limitation is not necessarily a violation of this <br />
