WASTE DISCHARGE REQUIREMENTS -11- <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 14. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. 91-110 as ordered by the Executive Officer. <br /> 15. The Discharger shall provide adequate notice to the Regional Board of: <br /> a. Any new introduction of pollutants into the POTW from an indirect <br /> discharger that would be subject to Sections 301 or 306 of the Clean <br /> Water Act if it were directly discharging those pollutants. <br /> b. Any substantial change in the volume or character of pollutants <br /> being introduced into that POTW by a source introducing pollutants <br /> into the POTW at the time of issuance of the permit. <br /> Adequate notice shall include information on the quality and quantity of <br /> effluent introduced into the POTW ass well as any anticipated impact of <br /> the change on the quantity or quality of effluent to be discharge from the <br /> POTW. <br /> 16. This Order expires on 1 May 1996 and the Discharger must file a Report of <br /> Waste Discharge in accordance with Title 23, California Code of <br /> Regulations, not later than 180 days in advance of such date as <br /> application for issuance of new waste discharge requirements. <br /> 17. The Discharger shall provide certified wastewater treatment plant oper- <br /> ators in accordance with regulations adopted by the State Water Resources <br /> Control Board. <br /> 18. In the event of any change in control or ownership of land or waste dis- <br /> charge facilities presently owned or controlled by the Discharger, the <br /> Discharger shall notify the succeeding owner or operator of the existence <br /> of this Order by letter, a copy of which shall be forwarded to this <br /> office. <br /> 19. The Board will review this Order periodically and may revise requirements <br /> whenever necessary. <br /> I , WILLIAM H.
