MONITORING AND REPORTING PROGRAM -3- <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> In conducting the receiving water sampling, a log shall be kept of the receiving <br /> water conditions throughout the reach bounded by Stations R-1 and R-2. Attention <br /> shall be given to the presence or absence of: <br /> a. Floating or suspended matter <br /> b. Discoloration <br /> C. Bottom deposits <br /> d. Aquatic life <br /> Notes on receiving water conditions shall be summarized in the monitoring report. <br /> TREATMENT PLANT SLUDGE <br /> A representative composite sample of the sludge shall be obtained semi-annually <br /> and analyzed for the EPA priority pollutants listed in 40 CFR 122 Appendix D, <br /> Tables II and III (excluding total phenols) . Total metals shall be determined <br /> and reported as mg/kg on a dry weight basis. Suggested methods for analysis of <br /> sludge are provided in EPA publications titled "Test Methods for Evaluating Solid <br /> Waste: Physical/Chemical Methods" and "Test Methods for Organic Chemical <br /> Analysis of Municipal and Industrial Wastewater." Recommended analytical holding <br /> times for sludge samples should reflect those specified in 40 CFR 136.3(e) . <br /> Reports shall be due on the 15th day of the month following the month analyses <br /> are performed. <br /> GROUND WATER MONITORING <br /> The ground water monitoring wells shall be monitored for the following: <br /> Type of <br /> Parameters Units Sample Frequency <br /> COD mg/l Grab Monthly <br /> pH pH Units Grab Monthly <br /> Nitrate mg/l Grab Monthly <br /> Total Dissolved Solids mg/l Grab Quarterly <br /> Metals' mg/l Grab Yearly <br /> Ground Water Elevation Feet-MSL ---- Monthly <br /> Dissolved Cadmium, Copper, Lead, Nickel , and Zinc. <br /> SOIL PROFILE MONITORING <br /> The Discharger shall implement soil monitoring as specified in the approved Soil <br /> Management Plan required in Order No. <br />
