INFORMATION SHEET <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> SAN JOAQUIN COUNTY -2- <br /> Sludge Management <br /> The City of Manteca currently discharges sludge dewatered in drying beds to City- <br /> owned farmland adjacent to the treatment plant, at agronomic rates. New <br /> limitations on metal concentrations in sludge/soil mixtures and new conditions <br /> for sludge use as a soil amendment have been established since adoption of Order <br /> No. 85-068. This new permit requires the City to reevaluate the sludge and <br /> effluent application rates to land and submit a sludge management plan for <br /> approval of the Executive Officer. <br /> Pretreatment Program <br /> The City of Manteca was required under Order No. 85-068 to submit and implement <br /> a pretreatment program. The City is in violation of the time schedule <br /> established in Order No. 85-068. However, as of January 1991, the City has hired <br /> a consultant to develop the required pretreatment program. This permit <br /> establishes a time schedule for development, submittal , and implementation of an <br /> approved program. <br /> Other Issues <br /> It is uncertain whether the current outfall structure to the San Joaquin River <br /> adequately provides rapid mixing of the effluent with the receiving water as <br /> required in State Board Resolution 74-43 titled "Water Quality Control Policy for <br /> Bays and Estuaries of California". This permit contains a provision requiring <br /> the submittal of a work plan and study to determine the adequacy of the present <br /> outfall structure and whether improvements are necessary. <br /> AMM <br />
