CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 85-068 <br /> NPDES NO. CA0081558 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF MANTECA AND <br /> LATHROP COUNTY WATER DISTRICT <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) finds that: <br /> 1. The City of Manteca and Lathrop County Water District (hereafter Discharger) <br /> submitted a Report of Waste Discharge, dated 6 February 1984, and applied for <br /> a permit to discharge waste under the National Pollutant Discharge Elim- <br /> ination System (NPDES) . <br /> 2. The Discharger currently discharges approximately 2.5 million gallons per day <br /> (mgd) (110 1/sec) of combined domestic and industrial wastewater to land. <br /> Population growth and acceptance of the community of Lathrop's sewage necess- <br /> itates the expansion of the treatment and disposal facilities. Consequently, <br /> the Discharger proposes to increase its discharge rate to 5.75 mgd (252 <br /> 1/sec) . <br /> 3. The proposed project will upgrade wastewater treatment to secondary levels, <br /> construct a sewer system and interceptor for the community of Lathrop, expand <br /> plant capacity to treat flows from Lathrop, develop additional irrigation <br /> fields for effluent land disposal , and discharge effluent in excess of the <br /> disposal capacity of the irrigation fields to the San Joaquin River. Project <br /> completion is scheduled for 1986. <br /> 4. The Discharger proposes to maximize land treatment of its effluent by dis- <br /> charging effluent at agronomic rates throughout the year to existing and <br /> proposed irrigation fields. Maximizing land treatment shall include, at a <br /> minimum, completion of all modifications necessary to permit irrigation of <br /> all existing City-owned fields (see Attachment A) . Excess flows will be <br /> discharged to the San Joaquin River, a water of the United States, at a point <br /> in Section 4, T2S, R6E, MDB&M. <br /> 5. EPA and the Regional Board have classified this discharge as a major dis- <br /> charge. <br /> 6. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> San Joaquin River Basin ( 5C) which contains water quality objectives . <br /> These requirements are consistent with that Plan. <br /> 7. The beneficial uses of the San Joaquin River are domestic, municipal , indus- <br /> trial , and agricultural Supply; recreation; esthetic enjoyment; ground water <br /> recharge, and preservation and enhancement of fish, wildlife and other <br /> aquatic resources. <br />
