Center Street <br /> Manteca, CA 95337 <br /> NOTICE OF VIOLATION <br /> JANUARY 13, 2000 MANTECA SEWAGE SPILL, SAN JOAQUIN COUNTY <br /> Attached is a copy of a RWQCB memorandum addressed to Patricia Leary, Senior Water Resources Control <br /> Engineer, documenting the investigation of the January 13, 2000 sewage spill which discharged over 1,000 <br /> gallons of raw sewage into South San Joaquin Irrigation District Drain#5. The investigation concluded that <br /> the City appears to have made good cleanup efforts to contain the effects of the spill. <br /> The City should take preventative measures to minimize the possibility of another sewage spill from the <br /> collection system. All sewer manholes should be checked for grout deterioration, and repairs completed, if <br /> needed. Regular sewer maintenance should be performed to remove plugs before they cause sewage backups. <br /> Please provide documentation that collection system maintenance schedules are in place and in use. <br /> The City is reminded that in the case of sewage spills,pursuant to Section 2250, California Code of <br /> Regulations, the State Office of Emergency Services must be called immediately. In addition, Standard <br /> Provision A.13. of this Order requires the City notify the RWQCB by telephone within 24 hours of the spill, <br /> and provide written confirmation of this notification within 5 days. The written notification should state the <br /> nature, time, duration,and cause of the spill,describe the measures being taken to remedy the spill, and what <br /> measures are taken to prevent recurrence, including,where applicable, a schedule of implementation. If the <br /> City has any unreported spill information, it should be provided to the RWQCB forthwith. <br /> Finally, Standard Provision A.17.requires that the City take all reasonable steps to minimize any adverse <br /> effects to receiving waters resulting from any discharge in violation of this Order.
