CALIFORN*EGIONAL WATER QUALITIS'ONTROL BOARD CENTRAL VALLEY REGION 11020 Sun Center Drive#200,Rancho Cordova,California 95670 PUBLIC HEARING concerning CONSIDERATION OF AMENDMENT TO CEASE AND DESIST ORDER (National Pollutant Discharge Elimination System) for CITY OF MANTECA WASTEWATER QUALITY CONTROL FACILITY SAN JOAQUIN COUNTY On 19 March 2004, the Regional Water Quality Control Board adopted Waste Discharge Requirements Order No. R5-2004-0028, NPDES No. CA0081558, prescribing waste discharge requirements for the City of Manteca Wastewater Quality Control Facility(WQCF). The Regional Board found that the discharge from the WQCF is not able to consistently comply with final effluent and receiving water limitations, and therefore, also adopted Cease and Desist Order No. R5-2004-0029 with requirements and time schedules to bring the discharge into full compliance with the final limitations. At the time of permit adoption, the WQCF operated in a partial nitrifying mode, and interim effluent limitations were included in the CDO based on this operational mode. Since 1 April 2004,the WQCF has converted to nitrification,reducing concentrations of ammonia but increasing nitrate levels. The Discharger is currently unable to comply with the interim effluent nitrate concentration, and has requested modification of the limit based on current treatment plant performance. This amendment proposes to modify the interim nitrate limitation from 19 mg/l to 35 mg/1. A formal public hearing concerning this matter will be held during the Regional Board meeting which is scheduled for: DATE: 14/15 October 2004 TIME: 8:30 am PLACE: Central Valley Regional Water Quality Control Board 11020 Sun Center Drive#200 Rancho Cordova, California 95670 The designated parties for this hearing are as follows: • Staff of Central Valley Regional Board • City of Manteca Staff • Persons directly affected by the discharge Only designated parties will have these rights: to call and examine witnesses; to introduce exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence against him or her. All other persons wishing to testify or provide comments are interested persons and not designated parties. Such interested persons may request status as a designated party for purposes of this hearing by submitting such request in writing to the Board no later than 20 September 2004. The request must explain the basis for status as a designated party and in particular how the person is directly affected by the discharge.
