CALIFORN*EGIONAL WATER QUALITIS'ONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 11020 Sun Center Drive#200,Rancho Cordova,California 95670 <br /> PUBLIC HEARING <br /> concerning <br /> CONSIDERATION OF AMENDMENT TO CEASE AND DESIST ORDER <br /> (National Pollutant Discharge Elimination System) <br /> for <br /> CITY OF MANTECA <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> On 19 March 2004, the Regional Water Quality Control Board adopted Waste Discharge <br /> Requirements Order No. R5-2004-0028, NPDES No. CA0081558, prescribing waste discharge <br /> requirements for the City of Manteca Wastewater Quality Control Facility(WQCF). The <br /> Regional Board found that the discharge from the WQCF is not able to consistently comply with <br /> final effluent and receiving water limitations, and therefore, also adopted Cease and Desist Order <br /> No. R5-2004-0029 with requirements and time schedules to bring the discharge into full <br /> compliance with the final limitations. At the time of permit adoption, the WQCF operated in a <br /> partial nitrifying mode, and interim effluent limitations were included in the CDO based on this <br /> operational mode. Since 1 April 2004,the WQCF has converted to nitrification,reducing <br /> concentrations of ammonia but increasing nitrate levels. The Discharger is currently unable to <br /> comply with the interim effluent nitrate concentration, and has requested modification of the <br /> limit based on current treatment plant performance. This amendment proposes to modify the <br /> interim nitrate limitation from 19 mg/l to 35 mg/1. <br /> A formal public hearing concerning this matter will be held during the Regional Board meeting <br /> which is scheduled for: <br /> DATE: 14/15 October 2004 <br /> TIME: 8:30 am <br /> PLACE: Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive#200 <br /> Rancho Cordova, California 95670 <br /> The designated parties for this hearing are as follows: <br /> • Staff of Central Valley Regional Board <br /> • City of Manteca Staff <br /> • Persons directly affected by the discharge <br /> Only designated parties will have these rights: to call and examine witnesses; to introduce <br /> exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence <br /> against him or her. All other persons wishing to testify or provide comments are interested <br /> persons and not designated parties. Such interested persons may request status as a designated <br /> party for purposes of this hearing by submitting such request in writing to the Board no later than <br /> 20 September 2004. The request must explain the basis for status as a designated party and in <br /> particular how the person is directly affected by the discharge. <br />
