i 0 <br /> REVISED WASTE DISCHARGE REQUIREMENTS ORDER NO. 97-115 14 <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 9. By 1 July 2000, the Discharger shall submit a technical report to the Board which <br /> demonstrates holding capacity of the effluent storage ponds utilized to hold the volume of <br /> effluent prohibited from discharged during low flow velocity periods of the San Joaquin <br /> River(per finding 16, 17 and Discharge Prohibition A.3.). The Discharger must provide <br /> design calculations showing the ponds will always have at least 2 feet of freeboard plus 4 <br /> continuous hours at peak design dry weather flow (estimated at 2.5 million gallons additional <br /> capacity). The Discharger must also provide the operational criteria to be used for diversion <br /> of plant effluent to the storage ponds and for discharge from the ponds to the river. <br /> 10. The Discharger shall enforce the requirements promulgated under Sections 307(b), (c), (d), <br /> and 402(b) of the Clean Water Act. The Discharger shall cause industrial users subject to <br /> federal categorical standards to achieve compliance no later than the date specified in those <br /> requirements or, in the case of a new industrial user, upon commencement of the discharge. <br /> 11. The Discharger shall perform the pretreatment functions as required in 40 CFR Part 403 <br /> including, but not limited to: <br /> a. Implement the necessary legal authorities as provided in 40 CFR 403.8(0(1); <br /> b. Enforce the pretreatment requirements under 40 CFR 403.5 and 403.6. <br /> C. Implement the programmatic functions as provided in 40 CFR 403.8(f)(2); and <br /> d. Provide the requisite funding and personnel to implement the pretreatment program as <br /> provided in 40 CFR 403.8(0(3). <br /> 12. The Discharger shall submit annually a report to EPA, the State Water Resources Control <br /> Board and the Regional Board describing the Discharger's pretreatment activities over the <br /> previous 12 months. In the event that the Discharger is not in compliance with any <br /> conditions or requirements of this permit, the Discharger shall include the reasons for <br /> noncompliance and state how and when the Discharger shall comply with such conditions <br /> and requirements. This annual report is due on 31 January of each year and shall contain,but <br /> not be limited to, the items listed in Section G of the Standard Provisions and Reporting <br /> Requirements (NPDES). <br /> 13. In Order to comply with Effluent Limitations B.2 and B.5, the Discharger shall submit 120 <br /> days in advance of the upgraded plant start-up, a technical report for the maximization of <br /> land disposal of wastewater at agronomic rates, which specifies: <br /> a. Crop types to be used and their associated water and nutrient uptake rates; <br /> b. Seasonal wastewater and sludge application rate's based on hydraulic capacity(based on <br /> a monthly water balance), BOD removal capacity, nutrient uptake rates, and heavy <br /> metal accumulated rates; and <br /> C. Application and runoff control techniques. <br />
