4.1 U.2 ENVIRONMENTAL IMPACTS <br /> ANALYSIS METHODOLOGY <br /> Evaluation of potential public service and utility impacts was based on a review of documents pertaining to the <br /> proposed project area including the City general plan and the City of Manteca 2005 Urban Water Management <br /> Plan, consultation with appropriate agencies, and field review of the project area and surroundings. Impacts on <br /> public services and utilities that would result from the project were identified by comparing existing service <br /> capacity and facilities against future demand associated with project implementation. <br /> The project does not include proposals for new residential structures and would not directly generate more than <br /> 14 residents in the project area. Therefore, it would not generate a significant number of students or significantly <br /> increase demands for school services or facilities. Because the proposed project would not generate more than 14 <br /> residents, it would not significantly increase demands on parks or other recreational facilities, and would not <br /> result in the substantial physical deterioration of existing recreational facilities. As such,no impacts related to <br /> these resources are anticipated. Because the proposed project is a wastewater collection,treatment, disposal, and <br /> distribution project and the impacts of providing this service are evaluated throughout this DEIR, impacts on <br /> wastewater service and wastewater treatment plant construction are not addressed below. Stormwater <br /> management and drainage impacts are addressed in Section 4.9, "Hydrology and Water Quality."These issue <br /> areas are not evaluated further in this section. <br /> THRESHOLDS OF SIGNIFICANCE <br /> For purposes of this analysis,the following applicable thresholds of significance have been used to determine <br /> whether implementing the proposed project would result in a significant impact. These thresholds of significance <br /> are based on the State CEQA Guidelines. The proposed project would result in significant public utilities impacts <br /> if project implementation would do any of the following: <br /> ► create demand for electrical or natural gas service that is substantial in relation to the existing demands; <br /> ► require or result in the construction of new water or wastewater treatment facilities or expansion of existing <br /> facilities,the construction of which could cause significant environmental effects; <br /> ► cause insufficient water supply to be available to serve the project from existing or permitted entitlements and <br /> resources, or require new or expanded entitlements; or <br /> ► result in a determination by the wastewater treatment provider that serves or may serve the project that it has <br /> inadequate capacity to serve the project's projected demand in addition to the provider's existing <br /> commitments. <br /> The proposed project would result in significant public services impacts if project implementation would do any <br /> of the following: <br /> ► result in substantial adverse physical impacts associated with the provision of or need for new or physically <br /> altered governmental facilities,the construction of which could cause significant environmental impacts,to <br /> maintain acceptable service ratios,response times, or other performance objectives for <br /> • fire protection, <br /> • police protection,or <br /> • other public facilities; <br /> ► generate solid waste beyond the capacity of existing landfills; or <br /> Manteca WQCF and Collection System Master Plans EIR EDAW <br /> City of Manteca 4.10-5 Public Services and Utilities <br />
