2. The City will document existing pavement conditions through photographs of roadways identified in item 1 <br /> above. The photographs will identify general views of pavement conditions as well as document specific <br /> locations of where there are current deficiencies in pavement conditions. These photos will be retained on file <br /> at the WQCF. <br /> 3. This City will monitor the condition of roadways identified in item 1 above every 6 months to determine <br /> whether any pavement degradation(e.g.,potholes,pavement separation)has occurred from preconstruction <br /> conditions. <br /> 4. Where roadways show evidence of degradation below acceptable standards as determined by the City <br /> Department of Public Works,the City will repair degraded sections to acceptable standards. <br /> 5. Lane closures will be identified including specific times of closure. All lane closures will be limited to the <br /> hours between 9 a.m. and 4 p.m. <br /> A copy of the plan will be submitted to local emergency response agencies and these agencies will be notified at <br /> least 14 days before the commencement of construction that would partially or fully obstruct local roadways. <br /> The City Public Works Department will ensure that project contractors adhere to the provisions of the plan and <br /> maintain a copy of the plan at project construction sites. <br /> 4.11.4 LEVEL OF SIGNIFICANCE AFTER MITIGATION <br /> With implementation of the above mitigation measure,the project's impacts on local roadways would be reduced <br /> to a less-than-significant level because the City of Manteca Public Works Department will prepare and approve a <br /> construction management plan before the commencement of project construction activities.
