A records search conducted by the CCIC indicated that several previous cultural resources investigations have <br /> been completed within and in the vicinity of the project area. However,none of those studies resulted in the <br /> identification of historical or prehistoric resources in the project area. One prehistoric property(CCIC resource <br /> no. P-39-282)had been identified within 1/8 mile of the project area(the large mound overlooking the San <br /> Joaquin River,the site of a major Yokuts village),but the site had been confirmed(by Self et al. 1999)as having <br /> been destroyed. <br /> The CCIC records search information was supplemented with a field survey performed by an EDAW cultural <br /> resources specialist on August 29 and 30,2006, consistent with the policies of the City general plan(Policies RC- <br /> P-37 and RC-P-38).No archaeological or historical resources were identified during the survey. Because there are <br /> no known recorded archeological sites, features, or artifacts or historical resources within the surveyed portions of <br /> project area,the project's impacts on known archeological and historical resources in the surveyed portions of the <br /> project area would be less than significant. <br /> IMPACT Cultural Resources—Damage to or Destruction of Undiscovered Cultural Resources.Portions of the <br /> 4.12.2 project area(including a 3.35-mile segment of the pipeline route for the proposed wastewater collection <br /> system and a 1.5-mile portion of the pipeline alignment for the recycled-water distribution system)could not <br /> be surveyed because access to these areas was limited. CCIC records searches did not indicate presence <br /> of known cultural resources in these areas;however, because these areas could not be surveyed, the <br /> potential exists to uncover previously undiscovered resources during project construction. Furthermore, <br /> construction-related subsurface disturbances could potentially destroy or damage previously undiscovered <br /> prehistoric or historic cultural resources at the wastewater quality control facility(WQCF),pumping station <br /> sites, and side-bank outfall site, and along the pipeline alignments. Because these resources have the <br /> potential to represent"unique archaeological resources"or"historic resources"as defined by CEQA, this <br /> impact would be potentially significant. <br /> The project sites are located in a region where significant prehistoric and historic-era cultural resources have been <br /> documented.No"unique"or"historic"cultural resources(as per CEQA definitions)have been documented at the <br /> WQCF or along the alignments proposed for the wastewater collection system and recycled-water pipelines; <br /> however, findings of the records search and of previous investigations within the vicinity of the project site have <br /> revealed that there is potential for unrecorded cultural resources to be unearthed or otherwise discovered at the <br /> project area during ground-disturbing and construction activities. Furthermore, a 3.35-mile portion of the pipeline <br /> alignment for the proposed wastewater collection system, a 1.5-mile portion of the pipeline alignment for the <br /> recycled-water distribution system,pumping station sites,and the side-bank outfall site have not been surveyed <br /> because of site access and other limitations. There is a possibility that previously unrecorded prehistoric and/or <br /> historic resources could be situated directly within the unsurveyed 3.35-mile portion of the collection system <br /> alignment(2.05 miles in the southwestern portion of the project area near the intersection of Peach Avenue and <br /> Airport Way, and approximately 1.3 miles in the center of the western portion of the project between Yosemite <br /> and Louise Avenues, and west of Airport Way),the unsurveyed 1.5-mile portion of the pipeline alignment for the <br /> recycled-water distribution system(including 0.96 mile in the central portion of the project area between Swanson <br /> Road and West Center Street north of Yosemite Avenue, and 0.54 mile in the southwestern portion of the project <br /> area south of Woodward Avenue),pumping station sites,and the side-bank outfall site. Such resources could be <br /> determined to be unique or historic; therefore,this impact would be potentially significant. <br /> IMPACT Cultural Resources—Discovery of Human Remains during Construction.Although no evidence <br /> 4.12-3 suggests that buried human remains would be encountered during project construction, the potential exists <br /> for buried human remains to be encountered and for construction activities to result in damage to or <br /> destruction of such remains. This impact would be potentially significant. <br /> Although no evidence for prehistoric or early historic interments was found in the proposed project site in surface <br /> contexts,this does not preclude the existence of buried human remains.
