Design of the WQCF would incorporate all feasible odor control technologies to reduce the potential for the <br /> exposure of sensitive receptors to odors. However, at this time it is not possible to determine if these measures <br /> would reduce the number of complaints to less than one per year averaged over three years.No further odor <br /> reduction measures are feasible, and the impact would remain significant and unavoidable. <br /> 6.1.2 CUMULATIVE IMPACTS <br /> As indicated in Chapter 5,"Cumulative Impacts,"project implementation would result in direct and indirect <br /> cumulatively considerable incremental contributions to significant cumulative impacts related to agriculture, <br /> visual resources, and air quality.No additional feasible mitigation is available for the cumulative impacts <br /> identified. Because these impacts are a product of cumulative growth, and because no feasible mitigation is <br /> available to reduce these impacts to less-than-significant levels,these significant impacts cannot be avoided and <br /> thus represent significant and unavoidable adverse impacts. <br /> 6.2 SIGNIFICANT IRREVERSIBLE AND ENVIRONMENTAL CHANGES <br /> CEQA Section 21100(b)(2) states that an EIR shall include a detailed statement setting forth"[i]n a separate <br /> section...[a]ny significant effect on the environment that would be irreversible if the project is implemented." <br /> However, a discussion of significant irreversible environmental effects need only be included in EIRs for three <br /> types of projects as listed in CEQA Section 21100.1. Specifically, CEQA Section 21100.l(a)requires that a <br /> discussion of significant irreversible environmental effects be included in an EIR prepared in connection with <br /> "[t]he adoption, amendment,or enactment of a plan,policy, or ordinance of a public agency."Because the project <br /> is a master plan update for the expansion of the City of Manteca WQCF and a master plan update for the <br /> expansion of the City's wastewater collection system proposed for adoption by the City of Manteca, a discussion <br /> of significant irreversible environmental changes is provided in this section. <br /> State CEQA Guidelines Section 15126.2 (c)provides the following guidelines for analyzing the significant <br /> irreversible environmental changes of a project: <br /> Uses of nonrenewable resources during the initial and continued phases of the project may be irreversible <br /> because a large commitment of such resources makes removal or nonuse thereafter unlikely. Primary <br /> impacts and,particularly, secondary impacts (such as highway improvements which provide access to a <br /> previously inaccessible area)generally commit future generations to similar uses. Also irreversible <br /> damage can result from an environmental accident associated with the project. Irretrievable commitments <br /> of resources should be evaluated to assure that such current consumption is justified. <br /> The irreversible and irretrievable commitment of resources is the permanent loss of resources for future or <br /> alternative purposes. Irreversible and irretrievable resources are those that cannot be recovered or recycled or <br /> those that are consumed or reduced to unrecoverable forms. The proposed project would result in the irreversible <br /> and irretrievable commitment of energy and material resources during project construction, operation, and <br /> maintenance, including the following: <br /> ► construction materials, including such resources as rocks,wood, concrete, glass, and steel; <br /> ► human labor for project construction; <br /> ► land area committed to new project facilities; <br /> ► conversion of agricultural land to urban uses; and <br /> ► energy expended in the form of electricity, gasoline,diesel fuel, and oil for equipment and transportation <br /> vehicles that would be needed for project construction and operation. <br /> EDAW Manteca WQCF and Collection System Master Plans EIR <br /> Other CEQA Required Sections 6-2 City of Manteca <br />
