The EIR will analyze the additional capacity required to meet projected needs, and if significant effects to public <br /> services are identified,they will be discussed in the EIR. <br /> 5.11 TRANSPORTATION AND TRAFFIC <br /> The EIR will analyze the project's construction-related and operations-related vehicle trips and their impacts to <br /> local roadways within the project area. The analysis will identify the maximum construction at any one time, <br /> truck haul routes, employee and truck trips, staging areas, emergency access, increases in roadway hazards, and <br /> increased congestion during construction.
