WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2004-0028 -2- <br /> CITY OF MANTECA,CITY OF LATHROP AND DUTRA FARMS <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD SAN JOAQUIN COUNTY <br /> CENTRAL VALLEY REGION <br /> line is not in service. All waste is currently treated in the municipal treatment plant. The <br /> ORDER NO.R5-2004-0028 treatment system consists of raw influent bar screening,flow metering,and grit removal, <br /> followed by primary sedimentation,biofiltration,conventional activated sludge and secondary <br /> NPDES NO.CA0081558 sedimentation.Secondary effluent is applied to agricultural fields at agronomic rates. Excess <br /> flows are chlorinated,dechlorinated and discharged to the San Joaquin River. Biosolids are <br /> WASTE DISCHARGE REQUIREMENTS dewatered by settling and evaporation and disposed of on-site by application to the City-owned <br /> FOR property at agronomic rates. The discharger has requested the option to dispose of biosolids in a <br /> CITY OF MANTECA,CITY OF LATHROP AND DUTRA FARMS landfill in the future. The Report of Waste Discharge and additional reports provided by the <br /> WASTEWATER QUALITY CONTROL FACILITY discharger describe the current City of Manteca discharge as follows: <br /> SAN JOAQUIN COUNTY <br /> Monthly Average Flow: 5.72 million gallons per day(mgd) <br /> Daily Peak Wet Weather Flow: 7.21 mgd <br /> The California Regional Water Quality Control Board,Central Valley Region,(hereafter Regional Design Flow(dry weather): 6.95 mgd <br /> Board)finds that: Average Temperature: 79.57 Summer;63.37 Winter <br /> BACKGROUND Discharge to the San Joaquin River(Outfall 001)averages 4.89 mgd with a maximum of <br /> 6.29 mgd. <br /> 1. The City of Manteca submitted a Report of Waste Discharge,dated 27 November 2001,and <br /> applied for a permit renewal to discharge waste under the National Pollutant Discharge Constituent Units Concentration lbs/day2 <br /> Elimination System(NPDES)from the Wastewater Quality Control Facility(WQCF). Range average <br /> Supplemental information to complete filing of the application was submitted on 14 March 2002, BOD' mg/1 17(avg)/59(max)5 690 <br /> 5 September 2002,17 October 2002,20 May 2003,and 17 July 2003. Total Suspended Solids mg/1 14(avg)/31(max)5 570 <br /> Ammonia mg/1 ND-42.8 3 720 <br /> The City of Manteca's WQCF accepts wastewater flows from certain areas of the City of Chloride mg/1 100-2303 5600 <br /> Lathrop,therefore the City of Lathrop is named in this permit and is responsible for operation Electrical Conductivity umhos/cm 819-1300' <br /> and maintenance of its wastewater collection system. The City of Manteca leases 150 acres of Total Dissolved Solids mg/1 540-727 3 26,000 <br /> land from Dutra Farms(Assessor's parcel Nos.241-320-01 and 241-320-02)for application of Aluminum mg/1 0.07-0.35 4 6.1 <br /> treated wastewater;therefore Dutra Farms is named in this permit and is responsible for the Iron mg/1 0.17-0.73 4 20 <br /> proper application and management of the wastewater on its land. The City of Manteca is solely Manganese mg/1 0.013-0.12 4 2.0 <br /> responsible for the wastewater treatment facility. The City of Manteca,the City of Lathrop and Arsenic ug/1 11-14 4 0.5 <br /> Dutra Farms are hereafter individually and/or jointly referred to as Discharger. Copper ug/1 7.4-13 4 0.4 <br /> Cyanide ug/1 1.5-314 0.2 <br /> 2. The Discharger owns and operates a wastewater collection,treatment,and disposal system,and Dibromochloromethane ug/1 ND-1.2 4 0.02 <br /> provides sewerage service to the City of Manteca and the City of Lathrop. The WQCF is in Bromodichloromethane ug/1 1-3.5 4 0.08 <br /> Section 4,T2S,R6E,MDB&M,as shown on Attachment B,apart of this Order. The existing 2,4,6-Trichlorophenol ug/1 ND-11 4 0.2 <br /> treatment plant is on property owned by the City of Manteca. Land disposal of effluent is Bis(2- ug/1 0.9-7 4 0.16 <br /> maximized by discharging effluent at agronomic rates seasonally to existing City-owned ethylhexyl)phthalate <br /> property,and additional leased property as shown on Attachment A,a part of this Order. Excess Mercury ug/1 0.013-0.028 4 0.00077 <br /> flow of treated municipal wastewater is discharged to the San Joaquin River,a water of the <br /> United States,and part of the Sacramento-San Joaquin Delta(Delta)at the point,latitude 37°, 1 5-day,20°C biochemical oxygen demand <br /> 46',45"(deg,min,sec)and longitude 121°,18',00"(deg,min,sec). 2 Based on 4.89 mgd <br /> 3 January 1998 to December 2002 monitoring reports <br /> 3.
