SAN J OAQU I N Environmental Health Department <br /> CC LJ N T Y------- <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MAXIM CRANE WORKS 2373 E Mariposa Rd, Stockton July 22, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> (2)a written job description for each position listed under paragraph (d)(1)of this section.This description may be <br /> consistent in its degree of specificity with descriptions for other similar positions in the same company location or <br /> bargaining unit, but shall include the requisite skill, education, or other qualifications, and duties of employees <br /> assigned to each position; <br /> (3)a written description, including a syllabus and/or outline,of the type and amount of both introductory and <br /> continuing training that will be given to each person filling a position listed under paragraph (d)(1)of this section; <br /> (4)employee-signed or-certified records that document that the training required under subsections(a), (b), and (c) <br /> of this section has been given to, and completed by, each employee. <br /> (e)The owner or operator shall maintain training records on current personnel until closure of the facility and training <br /> records on former employees for at least three years from the date the employee last worked at the facility. <br /> Personnel training records may accompany personnel transferred within the same company. <br /> CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance with the <br /> time frames and training materials required by this section. Provide training documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days. The documentation must include job title and <br /> written job description (qualifications and duties). <br /> This is a Class II violation. <br /> 118 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste <br /> transported from the site in the past three years. The missing receipts include: used anti-freeze consolidated <br /> manifests dated 1/1/2019-6/30/2019 were unavailable for review during the inspection. Used oil consolidated <br /> manifests from March and June of 2019 were unavailable for review during the inspection. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts requested above, maintain <br /> them on site and provide a copy to the San Joaquin County Environmental Health Department(EHD).
