Yosemite Avenue
Manteca, CA 95337
WORK PLAN FOR ADDITIONAL INVESTIGATION, FRENCH CLEANERS,416 W.
YOSEMITE AVENUE, MANTECA, SAN JOAQUIN COUNTY
Staff of the Central Valley Regional Water Quality Control Board(Regional Board)have reviewed the
28 April 2005 Work Plan for Additional Investigation (Work Plan) for French Cleaners, 416 W.
Yosemite Avenue,Manteca(site) submitted on your behalf by E2C Remediation, Inc. (E2C). The dry
cleaning solvent perchloroethene (PCE) has been detected in groundwater at the Rainwater Car Wash at
420 W. Yosemite Avenue, which is near the French Cleaners. You submitted the Work Plan in response
to our 14 December 2004 letter,in which we requested that you collect soil and groundwater samples
around the site.
The Work Plan proposes to advance eight direct-push soil borings to the depth of first encountered
groundwater, which is expected to be about 20 feet below ground surface. The soil will be continuously
cored, logged under the supervision of a geologist registered in the State of California, and screened
with a PID meter to detected halogenated hydrocarbons (HVOCs). Up to two soil samples and a
groundwater sample will be analyzed per boring for HVOCs using EPA Method 8260B.
The Work Plan is acceptable with the exception that boring SB3 may need to be re-located depending on
the location of the dry cleaning equipment, plumbing layout and any connections between the equipment
and the sewer. Please provide this information for our concurrence of the location of this boring by
21 June 2005. Also, E2C's letter of 25 February 2005 did not include maintenance records of the
equipment. These should be included in the Site Assessment Report, which will be due on
22 August 2005.
