This is a temporary permit issuc d for a term of six (6) months_ The term of <br /> the permit will be considered fore ension in six (6) month increments. <br /> Extension of the permit will be con idered upon receipt of a written request from <br /> the applicant for an extension. The request must include a report on the <br /> progress of the remediation and pr of of a continuing site remediation from the <br /> San Joaquin County Public Health Services, Environmental Health Division. <br /> Approval of extension will be subjent to receipt of the above as well as <br /> compliance with the testing and reporting requirements in this permit. <br /> 2. The temporary discharge from t e groundwater extraction facility located at <br /> the Rain Water Car Wash at 420 VVest Yosemite Avenue, Manteca, to the POTW <br /> is subject to the prohibitions and conditions contained in City of Manteca <br /> Ordinance No. 644 (Copy Attachec), <br /> 3. All groundwater discharge to the POTW shall first receive treatment by <br /> filtration through a GAC system. <br /> 4. The City Engineer, or his designee, shall be permitted access to the site at <br /> any time for the purpose of inspect ng, sampling, or testing the discharge. <br /> 5. The maximum rate of discharge into the POTW shall be no greater than six <br /> (6) gallons per minute. The rate of discharge shall be reduced if there are any <br /> detrimental effects to the POTW o private property upstream or downstream <br /> attributed to the discharge. <br /> 6. Sampling Testing and Re ortin <br /> • Laboratory— The laboratory m st be certified by the California State <br /> Department of Health Services to perform analysis for wastewater and <br /> hazardous waste material in ac ordance the EPA Method 8260B and 200.8 <br /> or 200.9. A formal Quality Ass rance/Quality Control program must be <br /> maintained. <br /> • Advanced Geo Environmental, Inc. is responsible for a self-monitoring <br /> program. Permittee shall conduct daily monitoring of flow (gpd). Test influent <br /> and effluent for the following cc ntaminants: MTBE (ug/L), TPHG (ug/L), BETX <br /> (ug/L) in accordance with EPA Method 82608 and lead (ug/L) in accordance <br /> with test EPA test method 200.B or 200.9, at the following frequency: <br /> -7- <br />
