The State Water Resources
Control Board (SWRCB) has requested that sites where the CRWQCBCVR has become the
lead agency be removed from the San Joaquin County Environmental Health Department
(EHD) Local Oversight Program (LOP).
Previously, the EHD inspection costs were invoiced to the SWRCB through the LOP contract
so you did not have to pay those costs. Since your site must be removed from the LOP,
payment for the cost of the EHD inspection time now will be your responsibility.
The San Joaquin County Ordinance Code requires that well permits be obtained from the
EHD whenever any type of well/boring is to be constructed, including those for environmental
investigation, and that inspections of the work be performed. The EHD must charge for the
staff time spent inspecting and permitting these wells/borings. The current hourly rate
charged by the EHD is $125.00. In order to process any future well/boring permit application
needed to conduct work required by the CRWQCBCVR, an account must be established with
the EHD. Enclosed is a Master File Record (MFR) form for you to complete and return to the
EHD with a payment of $375.00 (minimum 3 hours). This payment will be credited to your
