Vicki McCartney [EH]
From: Vicki McCartney[EHj
Sent: Friday, November 19, 2010 3:04 PM
To: 'Kirk Larson'
Subject: RE: Rainwater Carwash
Good afternoon, Kirk.
On October 6, 2010, I was notified by Advanced GeoEnvironmental, Inc. (AGE) , the
consulting firm retained by Mr. Elder, that Mr. Elder had not provided payment for past-
due invoices that had been previously reimbursed by the Cleanup Fund. As a result, AGE
stated that reports and data will not be released to GeoTracker until payment for previous
work had been received. On November 5, 2010, I contacted Tim Cuellar at AGE and requested
an update. Tim responded and said that that status had not changed. I began drafting a
letter on November 9th but did not complete the letter until today since I had been sick
in the interim and just returned to work today. I do have a letter prepared that is going
through the review process. The letter directs the responsible party (Mr. Elder) to
submit all past-due reports within 14 days of the date of the letter; restart the pump-
and-treat groundwater remediation system using EW-1 through EW-3; and resume monitoring
and sampling activities immediately at this site. The letter also directs a work plan be
submitted to perform a soil vapor extraction feasibility study, and a work plan be
submitted to advance additional borings down gradient of MW-11.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton, California 95202
Phone: (209) 468-9852
Fax: (209) 468-3433
Email: vmccartney@sjcehd.com
-----Original Message-----
From: Kirk Larson [mailto:KTLarson@waterboards.ca.gov]
Sent: Thursday, November 18, 2010 9:53 AM
To: Vicki McCartney [EH]
Subject: Rainwater Carwash
Good morning Vicki, what is the status of this investigation/cleanup?
