(AGE). In the WP, AGE recommends
installing two additional on-site groundwater extraction wells, EW-2 and EW-3, screened
between 15 and 45 feet bsg, to augment the existing groundwater remediation system.
The EHD approves the proposed scope of work as necessary and adequate [CA H&S
Code, 25296.10(c)(3)]. Submit to the EHD the necessary well permit applications, the
$89.00 permit fee and the $315.00 inspection fee. Once the well permits have been
approved, notify EHD of the proposed schedule for the work. The EHD requires a
minimum 48-hour notice prior to initiation of any field work on the site. The EHD directs
that the proposed work be implemented by March 27, 2000 VW! Q-/3-//
The EHD has also reviewed Quarterly Ground Water Monitoring Report— Third Quarter
2008, (QR) prepared by your consultant AGE. The groundwater plume in the first water
zone appears to be defined laterally in all directions by"non-detect" groundwater sample
results for up to three consecutive quarterly monitoring events during the year 2008. The
first water zone, as defined by AGE, is approximately 15 to 47 feet below surface grade
(bsg) and is monitored by wells MW-1, MW-4, MW-5, MW-8A, MW-12A, & MW-13 A and
MW13-B. Tetrachloroethene (PCE) and trichloroethene (TCE) are not being reported.
The EHD letter dated September 26, 2007, directed that future analysis of ground water
samples differentiate PCE and TCE from total petroleum hydrocarbons quantified as
gasoline (TPH-g) and to report all peaks and anomalies to be able to monitor the effect
of the groundwater extraction system on the dissolved PCE/TCE plume. As the
PCE/TCE release is not likely to be related to the unauthorized release from your
underground storage tank (UST) system, wells shown to be impacted predominantly by
PCE/TCE may be put in a reduced sampling schedule.
In the OR, AGE recommended reducing the frequency of groundwater sampling of
selected monitoring wells to semi-annual and resurveying all monitoring wells to
determine the current well casing top elevations to verify or correct measurements made
during the 2004 survey. The EHD concurs with AGE's recommendation to resurvey the
monitoring well casing tops. The EHD recommends reducing the frequency of
groundwater sampling as follows: MW-11A and MW-12A to semi-annual, MW-1 and
MW-4, MW-5, MW-8A, MW-10A, and MW-13A to annual sampling, and MW-2, MW-3,
I
