SAN JOAQUIN COUNTY(RB CASE#390835)
1 reviewed Groundwater Monitoring Report, First Quarter 2013 (Report) received 2 April 2013 from
Fassel and Amal Elder's consultant Ami Adini &Associates, Inc. The Report provides the results of
groundwater monitoring conducted on 8 March 2013. During the first quarter of 2013, depth to water
varied from 15' bgs to 17' below ground surface (bgs). Groundwater flow direction has historically varied
from northwest to the current east northeast (March 2013) direction. Maximum groundwater
concentrations were total petroleum hydrocarbons as gasoline, 1,390 micrograms per Liter(ug/L);
benzene, 3.3 ug/L; toluene, 9.8 ug/L; ethylbenzene, 151 ug/L; xylenes, 286 ug/L; methyl tert butyl ether
(MTBE), 120 ug/L; tert butyl alcohol , 39.8 ug/L; and 1,2-dichloroethane, <0.5 ug/L. The Report
recommends continued semi-annual groundwater monitoring, and installation of the additional offsite
monitoring wells approved on 20 June 2012 for the offsite MTBE groundwater assessment.
Offsite MTBE groundwater concentrations have declined significantly since the first quarter of 2012
(MTBE, 2,040 ug/L). Additionally, offsite access has not been granted for the new wells by the property
owners. Therefore, in order to conserve remaining State funds and move the case towards site closure,
you are directed to use the existing data to complete a fate and transport model (F&TM) showing the
maximum extent of the MTBE groundwater plume, to determine whether downgradient sensitive
receptors are threatened. The F&TM shall be included in the next groundwater monitoring report due
30 July 2013, and shall include a recommendation for site closure, if appropriate. If you have any
questions, I may
