SITE CERTIFICATION FORM <br /> PANORAMA BURN DUMP SITE <br /> BAKERSFIELD,CALIFORNIA <br /> 1. SITE NAME AND LOCATION. The Panorama Bum Dump Site is located at 3500, <br /> 3504, 3508, 3512, 3600, 3604, 3608, 3636, 3700, 3704,3708, 3712, 3800, 3804, 3808, <br /> 3812, 3900, 3904, and 3908 Panorama Drive, City of Bakersfield, County of Kern, <br /> California 93306. The Kern County Assessor's Parcel Numbers are 382-330-01 through <br /> 382-330-019(19 lots). The Panorama Bum Dump Site comprises 11.5 acres. <br /> 2. BRIEF DESCRIPTION OF CLEANUP ACTIVITIES: <br /> A. List of chemicals of concern by media. Lead and dioxin were detected in the <br /> onsite soils as deep as 3 feet. The range of lead detected was from non-detectable <br /> to 861 parts-per-million(ppm). The health based cleanup goal for lead was 365 <br /> ppm. The range of dioxins detected was from 0.189 parts-per-trillion(ppt)to <br /> 79.81 ppt. The health based cleanup goal for dioxins was 11 ppt. <br /> B. Briefly describe the final response action. The final response action involved <br /> the excavation and removal of lead and dioxin contaminated soil from the front <br /> and backyards of five of the nineteen homes located onsite. In all,2,500 cubic <br /> yards of contaminated soil was excavated from the Panorama Bum Dump Site. <br /> Contaminated soil excavated from the Site was used as foundation material at the <br /> landfill located adjacent to the Site. The foundation material was covered with <br /> one-foot soil cap per the requirements of the final closure construction plans for <br /> the landfill. All landscaping disturbed as a result of the final remedial activities <br /> was returned to its original condition. Based on the Final Remedial Action Report <br /> submitted at the conclusion of the project DTSC determined that the health based <br /> cleanup goal for the Panorama Bum Dump Site was achieved. <br /> Date Initiated 3/4/98 Date Completed 5/1/98 <br /> C. Brief description of ongoing O&M activities. There will be no O&M required <br /> for the Panorama Bum Dump Site. This is due to the fact that the cleanup <br /> objectives were met during the final response action. <br /> D.
