• • <br /> EXECUTIVE SUMMARY <br /> This Soil Remedial Excavation Workplan (SREW) was prepared by Pacific Edge Engineering, <br /> Inc. (Pacific Edge) for the former Police Firing Range located in San Joaquin County in the City <br /> ' of Manteca, California(Site). Pacific Edge has been subcontracted by Innovative Construction <br /> Solutions (ICS)to prepare this SREW, collect confirmation samples, and prepare the Completion <br /> Report. <br /> ' This SREW has been prepared pursuant to the February 2016 Contract Documents and Technical <br /> Specifications for the City of Manteca, Family Entertainment Zone (FEZ), Infrastructure <br /> ' Improvements, Remediation of Former Police Firing Range project(Bid Documents). <br /> This SREW includes the following components: <br /> 1. Proposed Remedial Measures <br /> a. Site background/access <br /> b. Nature, source, and extent of chemicals of potential concern (COPCs) <br /> c. Clean-up goals <br /> d. Excavation area safety and security <br /> e. Disposal of excavated soil <br /> ' f. Decontamination procedures <br /> g. Confirmation Sampling <br /> ' h. Traffic control <br /> 2. Transportation and Emergency Response Plan <br /> ' Site History and Proposed Development <br /> The Site is located adjacent to the northwest corner of the Big League Dreams baseball complex <br /> ' (located at 1077 Milo Candini Drive) and is north of Highway 120, west of Airport Way, and <br /> south of Yosemite Avenue. The Site occupies a portion of Assessor Parcel Number 241-310-44. <br /> The eastern portion of the Site has reportedly been used as a firing range since the early 1960'st <br /> ' and according to City of Manteca staff the western portion was used for police K-9 training. <br /> Operations at the firing range reportedly stopped in 2009 (Geocon 2015). The firing range <br /> ' primary components include the range floor, primary impact berm, storage sheds (north and <br /> south) and firearms loading shelter.
