Subsequent investigation revealed evidence of
extensive petroleum product release into the soil beneath a 10,000 gallon diesel
above ground tank (AST). Significant staining of the soil around the dispenser
island was also noted. The AST has not been registered with Central Valley
Regional Water Quality Control Board (CVRWQCB) according to CVRWQCB.
You may elect to begin investigating the extenof contamination at this time.
Based on the results of the preliminary investi ation, the need for additional
investigation or remediation will be determined. You may then elect to enter into
a remedial action agreement with PHSIEHD prsuant to Section 101480 of the
Health and Safety Code. A letter of intent to eaiI ter into a.remedial action
agreement would be sent to the State of Califdria Environmental Protection
Agency Department of Toxic Substances Control (DTSC) and CVRWQCB for
approval. If you elect not to enter into an agreement with PHSIEHD, CVRWQCB
will become the lead regulatory agency and oersee the investigation and
remediation of the site pursuant to Califomia Water Code.
PHSIEHD recommends you proceed with a pr liminary assessment of the
contamination noted by PHSIEHD staff on July 7, 1998. Enclosed are billing
forms to be completed and submitted with $234 (prepayment for the first 3 hours
of work). You will be billed $78/hour for PHSIEHD staff time spent providing
oversight. These forms must be submitted wit1h the work plan to assess the
vertical and horizontal extent of the contaminaltion.
A Division of San Joaquin County calth Care Services
