AR 2 4 1992
j"AL ties
ivlil-/SEI 'E'
March 18, 1992
Mr. Gordon Lee Boggs
California Regional Water Quality Control Board
Central Valley Region
3443 Routier Road
Sacramento, California 95827-3098
Subject: Environmental Investigation at Former Texaco Service Station, 941 East
Yosemite Avenue, Manteca, California.
Ms. Boggs:
Attached is the. "Ground-Water Monitoring Report, Fourth Quarter 1991", prepared by
RESNA Industries (RESNA, formerly Applied Gec Systems) of Rancho Cordova, California
for the subject site. The report recommends no further environmental work be performed
and the monitoring wells at the site be appropriately abandoned. As the owner of the
property, I have prepared and attached this letter lo formally request closure of the site to
further environmental work.
In February 1988, Canonie Environmental Services f Stockton, California, initially detected
hydrocarbons in soil and ground water during reMoNral of three underground gasoline storage
tanks and one underground diesel fuel storage tank from the site_ After the initial detection
of hydrocarbons, Applied GeoSystems drilled three soil borings at the site and constructed
ground-water monitoring wells in the borings. Hy rocarbons were detected by laboratory
analyses in soil and ground-water samples collected during this investigation. On the basis
of the results of this investigation, Applied GeoSyst ms recommended (1) excavation of soil
containing hydrocarbons to remove the source for future migration of hydrocarbons into
ground water and (2) 1 year of quarterly gro nd-water monitoring to evaluate the
fluctuations of hydrocarbon concentrations in the ground water at the site.
With my authorization, in October 1989, approximately 1,100 cubic yards of soil was
excavated from the site to the depth ground water had been noted in the monitoring wells f
(approximately 23 feet below grade) and to the lateral limits of photoionization detector
readings and subjective evidence. Hydrocarbons were not detected in soil samples collected
from the sidewalls of the excavation.
