S A N J D AR I N Environmental Health Department <br /> (L)j ;"� i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AMERICAN RIVER AG 510 GILMORE AVE, STOCKTON July 27, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br /> years during the inspection for oil filters or oily absorbent. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years(July 27, 2017 to July 27, <br /> 2020)for used oil filters and oily absorbent waste. Provide these records and a corrective action statement to the <br /> EHD within 30 days. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> One 55-gallon container of oil filters( not punctured)and one 55 gallon container of oily absorbent were overfilled <br /> and could not be closed . <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by August 27, 2020 . <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. <br /> Waste streams found: Used oil, used oil filters, oily solids. <br /> Two 55-gallon containers of oil filters (not punctured) and one 55-gallon container of oily solids were not <br /> completely labeled as hazardous waste.
