TJtlring the May 16, 1991 meeting, Stockton Plating <br /> staff.stated that .the aluminum tank in question was drained into <br /> the final pH neutralization tank, and not directly into the <br /> sanitary 'sewer discharge point_ The hose had been left in the <br /> sanitary sewer discharge point after pumping. <br /> Although the pH was treated in this tank, no metala removal <br /> takes place here, Therefore, this action constituter dilution <br /> and is clearly in violation of 40 CFR Part 4C3 . 6, a copy of <br /> which is enclosed for your reference. <br /> Dilution is a serious violation of. both the Federal pretreatment <br /> standards and the city' s Municipal Code . Ignorance of the <br /> Federal standards and the City' s Code does not excuse your <br /> client from responsibility for this action.
