CITY OF STOCKTON <br /> ENVIRONMENTAL CONTROL <br /> INSPECTION REPORT <br /> Company: Citation Enterprise Inspector: Alex Baillie <br /> Rhonda Archbold <br /> Location: 1848 Field St. Date: 03-16-92 <br /> Stockton CA 95206 Time: 14 : 00 <br /> Contact: Ray Marcellino, Operations Telephone: <br /> Peggy Flecks, Manager <br /> Lloyd Finley,Corp Director <br /> An inspection of Citation Enterprise was conducted to review the <br /> screen washing operation which has been relocated to the plating <br /> building. I requested and obtained permission from LLoyd Finley, <br /> Citation Corporate Director to photograph the screen washing booth <br /> and associated equipment. I informed Lloyd Finley that Citation <br /> Enterprise could, if they requested, receive duplicate copies from <br /> the City of all the photographs taken. The City inspectors were <br /> accompanied by Citation representatives Lloyd Finley, Peggy Flecks, <br /> and Ray Marcellino during the screen washing booth photography <br /> session. At the time of this inspection, the screen washing booth <br /> was not in operation. <br /> The site inspection also included an examination of the effluent <br /> discharge box, pH monitoring equipment, sampling equipment, and <br /> flow meter. No outstanding violation or malfunctions were noted <br /> with this equipment. However, the sample jug did appear to contain <br /> an excessive amount of sample given the limited amount of <br /> collection time which the sampler had been running. Generally, the <br /> composite sample is changed at 10: 00 A.M. every day. I spoke with <br /> the Pretreatment Operator, Tom, about reviewing sample intervals <br /> and volumes taken by the sampler. <br /> Citation Enterprise has done some reorganization of its plating <br /> equipment. Citation Enterprise has removed the black oxide, micro- <br /> etch, drag-out, and rinse tanks from the plating room. I informed <br /> Lloyd Finley, that Citation must submit a new process equipment and <br /> flow schematic to the City with Citations February monitoring <br /> report addendum. <br /> A Correction Notice (No. 1563) was issued to Citation for site <br /> storage of hazardous waste for periods greater than 90 days and <br /> failure to clearly label hazardous waste. A review of Citations <br /> sludge bags found the writing on the hazardous waste labels to be <br /> almost obliterated. The start date for waste accumulation had <br /> been, mistakenly, placed in the manifest date line. Further <br /> inspection of the dates found that the oldest start date for <br /> accumulation to be 12-15-91. Rhonda provided Citation with a fine <br /> tip permanent marker which may be of assistants to them for marking <br /> waste labels in the future. <br />
