STS Treatment Tank System Evaluation
Condor Project 4446
June 7,2004
Page 2
operatiQn,air compressor condensate, spillage from the caustic (sodium hydroxide) storage tank located
within its own secondary containment, and any spills from a hazardous materials storage area drain
through plastic pipes into a concrete sump adjacent to the treatment unit. The piping from the plating
operation is within a secondary containment trench. No spillage from the caustic storage tank or the
hazardous materials storage area have been reported. The sump has an open steel tank in the bottom into
which the drains empty, resulting in the concrete walls providing secondary containment. Two pumps
move the liquid from the sump tank through above-ground piping to the treatment unit. No leak detection
methodology was observed for the sump tank, however, the treatment unit flow diagram indicates a sump
pump external to the steel tank that returns any liquid in the secondary containment to the steel tank. The
sump was not entered to conduct an inspection.
This engineering evaluation is limited to the visual observations noted above and calculation of tank
volume, precipitation, and secondary containment. No certification is provided other than noted in the
first paragraph. This evaluation and brief letter report was prepared in accordance with the generally
accepted standards of civil engineering practice that exist in San Joaquin County at the time the report was
written.No other warranty,expressed or implied,is made.
Respectfully, QRpfESSlo V
CONDO EARTH TECHNOLOGIES, INC. GE A.
 g C 0442-6/5 —t
J e '. .E.
