NARRATIVE OF OBSERVATIONS/DISCUSSION WITH OPERATOR <br /> At 9:00 a.m. myself(Rob Brushia), Stephen Binning, and Tom Asoo, all with DTSC, arrived at ISE labs (ISE) in <br /> Manteca California. We entered at the security office(see attached map)and informed the receptionist that we <br /> were from DTSC and were onsite to do a standard hazardous waste generator inspection of the facility. The <br /> receptionist referred us to Mr. William 'Bill"Price. I informed Mr. Price that we were from DTSC and wanted to do <br /> a waste inspection. I also informed him that photos would be taken and I asked his permission to enter and do the <br /> inspection. Mr. Price consented. At that point I asked Mr. Price if he could explain to us what type of business ISE <br /> is and what kinds of hazardous waste ISE generates. Mr. Price informed me that ISE is an electronics <br /> manufacturer, typically microprocessors and that ISE had a lead-tin electroplating line and generated primarily <br /> wastewater from the electroplating line that was hazardous because it was acidic and contained high levels of lead <br /> and tin. Mr. Price also stated that ISE produced small amounts of waste oil and very small amounts (<5 gallons <br /> per month)of various organic solvent wastes, including ether and alcohol. Mr. Price stated that ISE operations <br /> were almost completely shut down currently pending a change in ownership and a company name change to take <br /> effect on January 1, 2001. The new company will be called Silicon Turnkey Solutions. Next we proceeded to <br /> begin inspecting the facility. <br /> Mr. Price escorted us from the Security area toward the MECO Plating line. It was obvious that much of ISE was <br /> indeed shutdown. The following rooms were kept locked and no employees were present and there was no <br /> evidence of hazardous waste generation or storage in these rooms: Reliability Lab, Backend Environmental and <br /> Final Visual, Front End, Maintenance Area, MECO Lab (see attached facility map). Mr. Price informed us that <br /> these rooms had not been used for some time. Mr. Price did inform us that the MECO Plating line is used, but <br /> only occasionally. On the day of the inspection the line was not in operation. The MECO plating facility consists of <br /> a series of relatively small acid lead & tin plating baths (<50 gallons in volume)and surface preparation baths in a <br /> room with a chemical-resistant, lined floor. There is a secondary containment trough completely surrounding the <br /> plating line. There was a considerable volume of liquid in the secondary containment trough. Mr. Price stated that <br /> the liquid came from washing-down the floor of the MECO Plating room and that the liquid was typically pumped <br /> out for treatment on a regular basis. I reminded Mr. Price that liquids cannot be allowed to stand in secondary <br /> containment for more than 24 hours. <br /> We left the MECO Plating shop and walked down the main cooridor of the ISE building toward the west. We <br /> noticed some unlabeled 5-gallon plastic carboy containers in the Marking and Dejunk/Debar room. Mr. Price <br /> DTSC (W95) Page 3 of 5 <br />
