generating activity at ISE is a lead-tin electroplating line. ISE is currently operating at a reduced capacity and so has <br /> generated a reduced volume of waste over the past year. However, ISE still belongs in the PBR tier of the tiered <br /> permitting system because of the volume and hazardous characteristics of the wastewater produced by its lead-tin <br /> electroplating operation. The ownership of ISE is changing on January 1, 2001 and the facility will change its name to <br /> Silicon Turnkey Solutions. Mr. William Price, the ISE representative present during the inspection,was advised to <br /> notify DTSC and the local CUPA about the pending name and ownership change. ISE was previously inspected by <br /> the San Joaquin County CUPA on March 9,2000. The violations observed during that inspection consisted primarily <br /> of mislabeled or inadequately labeled hazardous waste containers. During the December 15, 2000 inspection <br /> conducted by DTSC several container labeling violations were noted (see attached SOV). Container labeling appears <br /> to be a chronic problem at ISE Labs, Inc. The remaining violations involved documentation and records maintenance <br /> and are detailed in the attached SOV. Mr. Price was advised to correct the violations listed in the SOV. A copy of the <br /> SOV was left with Mr. Price. On January 16, 2001 1 received a signed certification of return to compliance from ISE <br /> that addressed a majority of noted violations. For those violations that could not be corrected in the time alloted, ISE <br /> submitted an action plan for correcting the violations that was accepted (attached). <br /> On March 6,2001 Mr. Price from ISE Labs, Inc. submitted a final notice of return to compliance certifying that all <br /> violations noted in the SOV issued on December 15, 2000 had been corrected except for employee training. ISE Labs <br /> submitted an acceptable training plan and at this time has adequately addressed or corrected all violations.
