CONTAINMENT CERTIFICATION FOR LIKA CORPORATION,STOCKTON,CA
I,Peter Moleux, have visually inspected the containment area surrounding the wastewater
collection and treatment tanks at Lika Corporation located at 1443 Navy Drive in Stockton,California.
My inspection took place on Friday,February 4, 1994. The entire containment area,7,000 square feet,is
ander a roof. The contained area includes one, above ground, lined concrete containment area and one,
below ground,pit(12 feet deep by 14 foot wide by 40 feet long)housing nine(9)tanks,during the time of
shr inspection(two were not used and were empty).
Within the 7,000 square foot contained area is a 13,400 gallon capacity above ground
u3tainanent wall surrounding two 6,500 gallon'storage tanks. One tank is dedicated to receiving fresh
<.aline(mostly ammonium hydroxide)etchant for use within the printed circuit fabrication facility and
the second tank is used to store spent etchant containing copper before it is removed offsite for recycle.
The concrete block walls and concrete floor surrounding these tanks have been coated with a suitable
coating to protect the concrete. The walls and floor appeared, during my inspection,to be in good
I(Aidition. The floor space in this contained area is 360 square feet. The 24 hour,25 year, maximum
,toren is reported to be 3.01 inches or about 1.9 (1.876)gallons per square foot. The potential rainfall
^ntering this area is 684 gallons(assuming damage to the roof). This contained area meets the
c airements of section CCR 22-66264.175.
Both the 1,500 gallon concentrated(93%)sulfuric acid and the 6,500 gallon 50%caustic soda
(sodium hydroxide)tanks have individual secondary containment tanks surrounding each of them. They
too are located within the 7,000 square foot area. These high density cross linked polyethylene tanks were
in.good condition.
The floor and 8 inch high berm surrounding three sides of the 7,000 square foot containment are
epoxy coated. There are four(4)areas that will be improved by an outside contractor no later than March
1, 1994. These include the walls and floor of the pit,the floor adjacent to the sulfuric acid tanks, the floor
adjacent to the deionization tanks, and adjacent to the final pH adjustment tanks. Except for five or six
small cracks in the containment wall, the wall appears in good condition. The fourth side of the
containment area is the wall of their building. A metal fence surrounds this 7,000 square foot area.
The combined volume of all tanks possibly containing hazardous waste within the 7,000 square
foot area(including the sulfuric, caustic, spent etchant&fresh etchant tanks mentioned above)is about
72,000 gallons. The containment volume of the pit, without any tanks,is 50,272 gallons. With the 8 inch
depth, the contained volume, without any tanks,is 34,500 gallons. The combined volume of containment
associated with the pit and with the main contained area is(50,272+34,500) 84,772 gallons. This
volume is significantly more than the sum of the potential rainfall(1.9 gallons/square foot*7,000 square
feet), 14,000 gallons,plus the largest tank containing hazardous waste(either 6,500 gallons,or the 11,000
gallons of non hazardous water which is produced from the deionization tanks in the contained area).
The available containment volume(84,772 gallons)is also larger than the sum of the potential rainfall,
14,000 gallons, plus 10%of the aggregate volume of tanks possibly containing hazardous wastes(7,200
gallons).
