Broadway <br /> Suite 350 <br /> Long Beach, CA 90802-4444 <br /> Subject: Stockton Terminal- Financial Assurance Documentation -Permit by Rule <br /> Dear Mr. Lavinger: <br /> Tesoro has received your letter dated January 5, 1998 requesting documentation showing that <br /> Tesoro is in compliance with financial assurance requirements associated with the Permit-by- <br /> Rule(PBR)unit at this site. <br /> On January 27, 1995, Tesoro notified the Department of Toxic Substances Control (DTSC) that <br /> the operation of Conditionally Authorized Activated Carbon Treatment Unit (EPA ID #: <br /> CAT000618637)had ceased operation and was fully closed. <br /> On March 28, 1996,DTSC acknowledged receipt of this request and approved closure of the unit <br /> (see Attachment A). <br /> Tesoro does not intend to re-activate this treatment unit at the Stockton facility; therefore, this <br /> unit can be considered permanently closed.
